Arguably the leading historian of American social welfare, Katz (In the Shadow of the Poorhouse; The Undeserving Poor; etc.) has written a defining history of post-Nixon transformations of America's welfare state, including its nonprofit and private sectors (private pensions, health insurance, etc.). Three forces drive the welfare revolutions, he says a savage, selective war on dependence, a push for devolution of power from the federal level to the states and an often na‹ve, ill-conceived use of market models shaping a "master narrative of policy reform" involving "the discovery of a crisis of numbers and costs (rising rolls); the assignment of blame to morally suspect persons (the undeserving); the reduction of program size through controlling eligibility more than reducing benefits (reform); the measurement of achievement by fewer beneficiaries (success); and the failure to track the fate of those denied help (willful ignorance)." Katz's clear articulation of underlying forces and patterns never overwhelms the rich, compelling detail of specific histories involving workers' compensation, disability insurance, unemployment, medical care, food security, urban policy, urban housing, homelessness, Social Security and welfare. Katz is a premier social historian of U.S. public policy, with a focus on welfare and education policy. After sketching "The Invention of Welfare" in the American context, Katz describes the combination of programs--social insurance, employee benefits, and the much-maligned "welfare"--that constituted "The American Welfare State" as of 1980. He then examines how that structure has changed, discussing the changing American city; the Family Support Act of 1986; "Governors as Welfare Reformers"; deficits as a guarantor of austerity; privatization of government functions; and the "end of paternalism" in employer-sponsored benefit plans. (He also explores changes in workers' compensation, disability and unemployment insurance, Social Security, health care, and the few remaining "poverty programs.") For Katz, these changes, capped by elimination of "welfare as we know it" in 1996, "signaled the victory of three great forces--the war on dependence, the devolution of public authority, and the application of market models to public policy." About the Author

Joseph S. Valacich is an Eller Professor of Management Information Systems in the Eller College of Management at the University of Arizona. He has had visiting faculty appointments at Buskerud College (Norway), City University of Hong Kong, Norwegian University of Life Sciences, Riga Technical University (Latvia), and Helsinki School of Economics and Business. He received a PhD degree from the University of Arizona (MIS), and MBA and BS (computer science) degrees from the University of Montana. His teaching interests include systems analysis and design, collaborative computing, project management, and management of information systems. Professor Valacich co-chaired the national task forces to design IS 2010: The Model Curriculum and Guidelines for Undergraduate Degree Programs in Information Systems. He also served on the Executive Committee, funded by the National Science Foundation, to define the IS Program Accreditation Standards and on the Board of Directors for CSAB (formally, the Computing Sciences Accreditation Board), representing the Association for Information Systems (AIS). He was the general conference co-chair for the 2003 International Conference on Information Systems (ICIS), and the co-chair for the Americas’ Conference on Information Systems (AMCIS) in 2012.   Prior to his academic career, Dr. Valacich worked in the information systems field as a programmer, systems analyst, and technical product manager. He has conducted numerous corporate training and executive development programs for organizations, including AT&T, Boeing, Dow Chemical, EDS, Exxon, FedEx, General Motors, Microsoft, and Xerox. Dr. Valacich is the co-Editor-in-Chief for AIS Transactions on Human-Computer Interaction, a senior editor at MIS Quarterly, and was formerly an associate editor for Information Systems Research. He has published more than 200 scholarly articles in numerous prestigious journals and conferences.   His scholarly work has had a tremendous impact not only on the field of information systems, but also on a number of other disciplines, including computer science, cognitive and social psychology, marketing, and management. In February 2014, Google Scholar lists his citation counts at over 13,800, with an H-index of 54. He is also a coauthor of the leading Modern Systems Analysis and Design (Seventh Edition) and Information Systems Today (Seventh Edition).   Joey F. George is professor of information systems and the John D. DeVries Endowed Chair in Business at the Iowa State University College of Business. Dr. George earned his bachelor’s degree at Stanford University in 1979 and his PhD in management at the University of California at Irvine in 1986. He was previously the Edward G. Schlieder Chair of Information Systems in the E. J. Ourso College of Business Administration at Louisiana State University. He also served at Florida State University as Chair of the Department of Information and Management Sciences from 1995 to 1998.   Dr. George has published dozens of articles in such journals as Information Systems Research, Communications of the ACM, MIS Quarterly, Journal of MIS, and Communication Research. His research interests focus on the use of information systems in the workplace, including computer-based monitoring, computer-mediated deceptive communication, and group support systems. Dr. George is coauthor of the textbooks Modern Systems Analysis and Design, Seventh Edition, published in 2014, and Object-Oriented Systems Analysis and Design, Second Edition, published in 2007, both from Pearson.   He has served as an associate editor and senior editor for both MIS Quarterly and Information Systems Research. He served three years as the editor-in-chief of the Communications of the AIS. Dr. George was the conference co-chair for the 2001 ICIS, held in New Orleans, Louisiana; conference chair for the 2012 ICIS, held in Orlando, Florida; and the doctoral consortium co-chair for the 2003 ICIS, held in Seattle, Washington. He is a Fellow of the Association for Information Systems (AIS) and served as President of AIS from 2010 to 2011.

buyer beware.. there are two physical versions of this book, the hardback and paperwork, and the content is not the same. i purchased the paperback version to save a few bucks, but it turns out the paperback is the "global edition" and the problem questions at the end of the chapters are not the same.not sure amazon would list these on the same page if they're not the same book..

Probably one of the worst text books I've ever read. It's like reading a giant contract. It's gotten to a point where I now only study the power point presentations that the professor gave us and google search results to get through class.I was also fortunate to have a couple of classes that had chapters that overlapped the chapters in this course. I used the books from the other classes to understand that material that was presented in this book. The book is pretty much useless and I only use it as a last resort.

I've only read a few chapters but mistakes are not uncommon in this book. It still gets the point across though

Great book. Up to date with a wealth of information on systems analysis and design. Great for college and as a reference for your job in IT related fields.
